What is the status difference in status between Kyrgyz and Kazakh in Xinjiang Uyghur Autonomous Region, China

Kazakh has by far more speakers in Xinjiang than Kyrgyz and the Ethnic Regional Autonomy Act, Articles 10 and 21 say nothing about both languages (same with Tibetian, Mongolian and so on). Where is the language status based on in this case?

Editorial Action

Based on the fact that no specific language is named in this Ethnic Regional Autonomy Act in China, we will remove the references to this statute for all eight languages that currently have it in the current Ethnologue database.  This change will be for the 19th edition.
